BULLHEAD CITY — Bullhead City Council members have voted to approve the sale and issuance of $16.5 million in assessment bonds. This significant financial measure is intended to fund a majority of the public infrastructure improvements planned for the CityCentre Improvement District.

The council’s decision came after receiving several overview presentations from consultants, outlining the scope and necessity of the proposed work. This approval sets in motion plans to enhance a key area of the city through foundational public works.

The CityCentre Improvement District spans approximately 252 acres. Its strategic location is defined by several prominent landmarks: it lies to the south of the Council Chamber, extends north of Riverview Drive, is situated east of Lakeside Drive, and is bordered to the west by Highway 95.

The proposed public infrastructure improvements within this district are extensive and cover a wide range of essential developments. These include:

**Grading:** Essential for preparing the land, grading ensures a stable and level surface, which is foundational for all subsequent construction and development within the district. This critical first step helps manage water flow and creates even terrain for new facilities.

**Paving:** New and improved paving will establish durable road surfaces, significantly enhancing access and improving traffic flow throughout the CityCentre area. Well-maintained roadways are crucial for both residents and visitors, contributing to smoother and safer travel.

**Curb and Gutter:** These vital components define the edges of roadways, effectively directing stormwater runoff into drainage systems. They play a key role in preventing water accumulation on streets, which helps maintain road integrity and safety.

**Drainage Improvements:** A comprehensive system for managing stormwater is critical to prevent flooding and protect infrastructure. These improvements ensure efficient water diversion, safeguarding public and private properties within the district from potential water damage.

**Sidewalks:** The construction of new sidewalks will create dedicated pathways for pedestrians, significantly improving safety and walkability. These accessible routes encourage foot traffic and connect various parts of the district, enhancing the overall pedestrian experience.

**Valley Gutters with Aprons:** Designed to manage water flow across intersections and driveways, these specialized drainage features ensure smooth transitions for vehicles while effectively channeling water away. They are crucial for maintaining consistent road conditions and preventing erosion at critical points.

**Streetlights:** The installation of new streetlights will enhance visibility throughout the district, thereby improving safety for both drivers and pedestrians, especially during nighttime hours. Adequate lighting contributes to a more secure and functional urban environment.

**Landscaping:** Thoughtful landscaping will contribute to the aesthetic appeal of the CityCentre Improvement District. Beyond visual enhancement, landscaping can also aid in erosion control and provide environmental benefits, creating more pleasant public spaces.

**Sewer Facilities:** The development and upgrade of sewer infrastructure are essential for public health and sanitation. These facilities will provide reliable wastewater collection and transport services, supporting both existing and future properties within the district.

**Waterline Facilities:** New or improved waterline facilities are critical for ensuring a dependable and clean water supply. This essential infrastructure is necessary to meet the potable water needs of residential, commercial, and public users within the CityCentre area.

**Traffic Signals:** The installation or upgrade of traffic signals at key intersections will help regulate vehicular movement, improving safety and reducing congestion. These signals are vital for maintaining orderly traffic flow and protecting motorists and pedestrians alike.
